Moreau was the student of Pierre-Antoine Demachy. He exhibited for the first time in 1760 and was admitted to the Académie de Saint-Luc in 1764.

Ordinary painter to the Comte d'Artois, he was essentially a draftsman and watercolorist but above all the master of gouache.

Moreau is considered one of the great French landscapers.
